Legislation as stumul Market Development

In my mind quite a rapid development of the areas of automation user tasks ( accounting and tax ) in the 90's was a very significant degree stimulated the basic requirements of the legislation. Moreover, the specificity of our legislation is that it is constantly changing ( to a certain extent this is understandable - yet you have just started to build a market economy in the country).
